    The owner of a property, or the designated responsible party
    (resident, or property manager or management company) 
    can grant permission to enter a property to take the bees. 
    (the property owner or manager would probably care about cutting
    into walls, and less so for the renter)
    Without permission, it's trespass, which is on the law books. 
    
    That's my understanding, as a beek with no actual legal training. 
    Actual contractor training would probably help with understanding
    these issues.

Noticed a few weeks ago.  House is vacant.  Being vacant is an advantage when extracting!  Bees on second floor in wall.  They can see the hole where they are coming in from outside.
