    The image is type "HEIF"  The file name just doesn't end in the type
    as it usually should. (not a .gif or .jpeg or .tiff etc) 
    So tack .heif onto the end of the file name after extracting it, and
    open it up with your usual image viewer. 
    
    With thunderberd(email) on my Mac, I specified to open it up with
    the Preview program. That worked.
