Yellowjackets, a seasonal species.

A California native and generally part of a balanced ecosystem;
they prey on plant pests and they scavenge; sometimes a nuisance. Not ""Protected""

They won’t bother you if you don’t do something that makes them defensive.
"If you MUST exterminate, call County Vector Control District, and ask for a visit, or calla pest-control co. or DIY
You can control where they fly by putting up obstacles.  (after dark)

in this case obstacles may have solved the problem.
I walked past a dirt triangle on the UCB campus that had a YJ nest in it.  There were barricades and caution tape in front of it, and a warning sign.                     YJs have their place in a well balanced ecosystem, but sometimes circumstances, or prejudices, get in the way.
I'm delighted to see YJs carry off bits of dead bee from the grass in the back yard.  They don't make a habit of entering hives.

that's my 2¢

I’m going to ask a question that shows my naïveté. Is killing the yellow jackets the only solution? Not suggesting there is, really just curious if this standard treatment of the little buggers.

I'm going to go back at sunset and kill them with a bucket of soapy water.
