Many thanks to Robert for going.  Glad to know that our instincts were right in spite of the reports of stingers being pulled out of the body of the guy who had to go to the hospital .  A reminder to take with a grain of salt second hand reports about “bee” behavior.

They live in burrows so even if one did want to relocate them, that would be no dice. So for a really public place where they’re stinging people, yeah — it’s unfortunately murder time. 

Wasps anre also not in the least bit underpopulated in urban areas. They do really well around people and their trash. (They’re also very happy to eat bees, and unlike the blue jays they can knock out a smaller hive.)
