It's not clear from the photo, but also, it's hanging over the street, not the sidewalk. It wouldn't be safe to set up a ladder in the street, so please nobody try that!

(I'm speaking here as the person who pays the club's liability insurance bill. 😉)

Yeah… that is high.  You could do it with an extension ladder.  Or an 8 foot ladder and a long pole and bucket.  But anyway you look at it, this is a challenge.  Not impossible, but not an easy one.
