The tree trimming co will not touch the tree if there is a swarm or if there is 
a colony in the tree . They will exterminate them if they cannot find someone 
to do an extraction . Anfd actually leave them alone if no one creste too much 
headache .
That is my past expererience with the city . 
I do hope the East bay park did listen and did not exterminate the large bee 
colony off the path and put signs to educate the public .
