If it's impossible to get them out, then the choice is either to 
euthanize them and seal it up,
or let them use the location until they fail, and they will fail some 
day/month/year.
When they are no longer active, then seal up the entrance.

In the mean time, diverting the bees or giving them an entrance chimney 
may mitigate the situation.

So I just don't know how this gig will turn out, and what the unknown 
constraints are.
