I am going to post this as a swarm because I think it can be easy.  It is very 
accessible and no construction or demolition is required.  But the bees have 
been there at least since Sunday.  The owner opened it once and then closed it 
quickly and cannot report if it was a swarm or if there was comb.
The compost bin cannot be moved.  It is too heavy.  But, unlike a wine barrel, 
it can be opened completely and you can put a nuc inside it after you scoop the 
bees into it.
Owner is not in a hurry.
