Perhaps the landlord is holding them for a friend, so someone will deal with them.
Perhaps the landlord things there's a fee for relocating a swarm (because someone from the Mt Diablo swarm list dealt with the last one).
A reassurance that there's no fee may open things up.
Perhaps not aware of the risk the colony might be scouting out some location in a wall in the complex.
Swarms usually move on in a time frame of a couple of hours to a couple of days, once the colony reaches consensus.
