I can take it, but this is also an easy one for a newbee and not time sensitive so ill stand down for anyone new that wants to learn to do a cutout.

The bees are entering the cover of one of those small concrete vaults
for the city's recycled water system.
The caller says she's seen them there when she walks her dog, and
they're getting more active.

So this might be a colony from last year, or it might be scouts from
this spring.

I'm posting this to be claimed by someone.
It's not on private property.
It might be full of comb if they're last year's bees.

They're not going anywhere.
Claim it if you want to check it out and are up for doing a cutout.
If they're last year's bees this will take hours, and you'll need a bee
vac, and probably a generator to power it with.

I assume the professionals won't be very interested because I don't
expect it'll be a paying gig.

I have a short video I can send you to help ID the right box, but it
won't be very helpful
