  Can't figure out what bees are in the shrub

He said he stuffed paper in where the bees were getting in, and they're 
finding their way around it.

The description is pretty difficult to follow.
Could there be a swarm in the shrub?
Could there be comb?
Just foragers?
Is it actually honey bees or something else?

Please consider taking a minute out to drop by a neighbor and
assess the situation.
