She got back to me with a video. It is for sure honeybees and they are living inside an inverted 5 gallon bucket. You could gently place it on a piece of plywood, or maybe even an outer cover and secure it and take the whole deal home at dusk. Sound like the neighbors now have a key so it will be more accessible.
You could probably invert the whole thing and drum/smoke them up into a proper langstroth box once in your space.

Keiko called to report she needs help with a box of insects in the backyard of her rental property. The previous tenants moved out and left some stuff in the backyard and she described a lot of bees "swarming around" the box. She couldn't really tell me what the box is. She said it's about 18x24 in which sounds like a nice sized cavity that would be appealing to a honey bee swarm.
Maybe it's honey bees, maybe it's bumbles, maybe it's filled with Spanish doubloons! Ok probably not treasure, but it could be (and sounds like it is) an established hive in need of a new home. She doesn't live at the site and won't be going back until Saturday morning at 9:00. Sadly she did not take a photograph. If you are interested in this adventure please give her a call and make arrangements to meet her on Saturday. I told her that if it is honey bees whoever comes out will need to assess the situation and then come back at sunset to take the whole thing away. Hopefully it's something that can be closed up easily. Keiko
