In my opinion, this is an extraction. They didn't just move in.
The man said the bees were on the outside and then he thinks they moved to the inside late afternoon.Early evening, which is what they do when they come home to a hive.Every night and by the picture and the number of bees taking their orientation flight, there's a decent size colony. That's been foraging regularly there.

Swarm in Discovery Bay.Bees just moved into compost bin in the last couple of hours. Treating as a swarm as there shouldn’t be any comb, and will hopefully be pretty straight forward and close to the ground.
