This is not a swarm is a bee tree. Bees are getting under the fence into a tree stump. It’s a pepper tree and it’s alive, but must have a hollow somewhere. It’s an extraction, trap out type of job. A fence need to be removed and dig further for assessing. The owner wants to get rid of them. He is afraid and not at ease with the bees in his backyard. 
I could not help him. If somebody else wants to give him a quote and take a look Gabriel will repost it!
