If enough bees are hanging below the limb, I've been able to get the queen in my pole-bucket.
I told the caller that they usually move on in a day or two if we can't find a volunteer to try to collect them.
Some swarms are not retrievable.
you've done this a lot. Use your best judgement.

I'd do it if no one else chimes in. But I've had problems with swarms on think branches that can't be shaked. The only solution is ladder up so one can scooped them into a box.
