    If enough bees are hanging below the limb, I've been able to get the
    queen in my pole-bucket.
    I told the caller that they usually move on in a day or two if we
    can't find a volunteer to try to collect them. 
    Some swarms are not retrievable. 
    
    you've done this a lot.  Use your best judgement.
