She poisoned the bees two weeks ago and put steel wool in the holes. Either those bees opened new holes to escape, bc poisoning bees is not a long term solution, or a new swarm found another hole and moved in. 
The post is stuccoed over foam and still has space for intrusion. 
They do not actually want to pay or not close to what this will cost, especially since someone will now be dealing with a bunch of poison.
