I found about a couple dozen bees scouting around the main electrical panel. I set up a smoker in the panel area and traced the scouts back to their nest at a bay tree about 300 ft from the house down the hill. I set up a swarm trap in front of the tree per Phil Stob's specs and advised the homeowner to continue smoking the electrical panel carefully until the sun goes down and then to monitor the area.  He could also use an almond extract spray solution to dissuade them from coming back to the electrical panel. Nectar flow may be over in the next few weeks so if they can make it till then the likelihood of a swarm returning until the fall is pretty low. Ill monitor the situation with the homeowner and collect the swarm if it decides to go for the trap.
Thanks ACBA!
