I see pollen saddlebags in the upper-mid right, so my bet would be on "it's a colony." I gave a call and will talk to the HOA. (Have had a few free days and have been chasing scout bees around of late.)

It’s been there since at least last Friday.
Is it a swarm
or has a colony moved in?
Or are they scouting?

George is recovering from knee surgery so can’t get out to see it.
