I went to check them out. The cluster was gone but there were a bunch of bees circling. I came back an hour later and it was the same thing. My guess is that they moved on and these were stragglers. 

Another, less likely, thought is that someone saw the swarm (it was very visible) and grabbed it and these are the ones that didn’t make it in their box/bucket
