Swarmlist guidelines

Sometimes the first person who responds doesn’t get a swarm assigned to them. 

This could be because someone else is closer and could get there faster.

Or because they got one recently and the next person who responded hasn’t gotten one yet.

Sometimes a swarm seems especially complicated and the volunteer who took the call decides to assign it to someone they know is very experienced.

Eric (and everyone), please feel free to claim any swarm, just be aware that a variety of factors go in to the assigning of them.
