It is yellow jackets. 
But what I don't understand is she called two different pest control companies.  And both confirmed they are honeybees.  To be sure I caught two bees and Yes they are Yellow Jackets. And found nest under the bush in the ground. When I poked it then they were coming out like crazy.
I asked to make a donation to the club.

I've looked at a video, which is not conclusive.  No close-up of an insect.
