Sounds from the description like scouting around the light fixture.
She is not enthusiastic about climbing on a ladder to stuff rags into
the cracks.

Just noticed the bees today or yesterday.  (we probably got a referral
from a pest control company)

Does it look like scouts?  (random exploring)
Does it look like a colony moved in?
Is there any pollen coming into the location? (colony moved in at least
a week ago)
