The swarm line was set up to connect callers with SWARMS ON TREES (for example)
to be connected with a beekeeper to relocate them FOR FREE.
Availability is posted (city/neighborhood + description, but no contact info)
Further, the setup we have mostly prevents multiple beekeepers from fighting over a swarm in the caller's yard,
and to spreads the swarms around to members in a less biased way to swarm list members.
(In an ideal world, anyone who is beeless has a good chance to get a swarm, AND
swarms need to get attended to within an hour)
EXTRACTION calls are generally for money, especially in homes.
The experts INDIVIDUALLY contact the potential customer to "Bid" for the job.
i.e. the caller may get one or more bids for an extraction job.
Extractions from water-meter boxes, irrigation boxes, sheds, compost-boxes etc. are in a gray space
because they don't require the knowledge of structure, utilities, contractor practices etc
like extractions from habitable structures do.
How the hotline volunteer posts those is up to the individual.
Different volunteers might classify the call differently.
One volunteer might post it like a swarm where someone claims it,
and another volunteer might post it as an extraction where all the contact info is posted.

The way extractions work is that all the information, including the location and phone number, are posted so anyone can contact the caller. Feel free to reach out to Rick Grant directly yourself. We don't know if someone has already handled this. Note that it would be nice if this was free as a public service, or very very inexpensive, which is how we usually treat water meter extractions.
