In cases like these, I just prop the box up next to the swarm and let them walk in.   A 6 foot ladder is usually sufficient.    Then I smoke the fence after you get a majority of the bees in the box.  They usually march right in.

I am having a difficult time getting the queen in my box. I scooped a good amount of bees when I came earlier and saw some fanning so I closed the box and left. Couple of hours later the home owner send me pictures that they were all back on the fence. Now I have been trying for 30 minutes to find the queen, but no success. I have some old brown comb, a queen cage but I can’t find her. I think she might be hiding inside the  crack in the fence. Any suggestions??
