Swarm captured are done free of charge.  So I'd be very careful and ask why do they need insurance and what are they looking to cover.  I'm guessing, they want this person to cover any liabilities that may occur during the swarm capture.
That is my guess.  So personally, I wouldn't go for this call even if I have coverage, I wouldn't want to risk it.
