Some times that happens.
Sometimes one of the volunteers gets a VM and doesn't see it for a while.
I may spot the short call in the log, and follow up with the caller.
Then when the VM is tended to, sometimes one volunteer doesn't realize another volunteer
handled the call.  That's when two assignments can be made for the same swarm.

It's an area that we haven't found a reliable solution for yet.  
Getting bitten is the thing that makes it sink in.
