Quick update: TL; DR - I didn't pick up the swarm.

I talked to Sarah who reported the swarm/bees. In addition to bees on the wall, there are apparently bees inside the wall and Sarah is looking for someone who can help with that. She had already contacted a couple of folks and also reached out to Santa Clara Bee Guild.
