Aha. Well, Jeremy, it appears to be one of your neighbors.
Could you and Penelope work out whether she should collect the swarm?

Technically, according to common-law,  it's up to the caller because bees are
wild, and not traceable or tethered.  
They "Belong" to the property owner where they landed.  The caller can give them to whoever they want.

They could also move on in short order, so need to be attended to promptly. 

I'm out of the loop unless you want to pull me back in.
